Provide financial affairs areas with oversight, review, analysis and
training related to annual financial reporting requirements required by the
State of Texas Comptroller’s office for the University and System
Administration, prepare the TTU System combined annual financial report for the
State of Texas Comptroller’s office which includes financial reports for all
four TTU System component institutions, partner with AFISM to provide financial
report automation for financial affairs areas as well as campus departments,
develop and implement financial reporting policies per GASB and the State of
Texas Comptroller’s office.

Sharon received her Bachelor of Arts in Psychology with a minor in Accounting in 1991 from TTU; followed by her Master of Science in Accounting in 1993. She is also a Certified Public Accountant in the State of Texas (1995). She began employment with Texas Tech in 1998 as the Tax Manager in the Business Affairs Office. She became the Director of Reporting in April of 2002, where she became responsible for the annual financial reporting for TTU, TTU System Administration and TTU System Consolidated AFRs. Sharon currently holds the title of Director over Financial Affairs & Managerial Reporting. She also holds a dual role as the Interim Assistant Vice President for Financial Affairs/Controller.

Tax.

Financial Services and Tax includes Financial Services, Property Inventory & Reporting, and Tax Compliance & Reporting. Financial Services provides the accounting function for Texas Tech University System and Texas Tech University for
State funds, institutional funds, and current restricted/endowment funds. The department is responsible for filing the Annual Financial Report with the State Comptroller’s Office along with other required state and federal reports. Property Inventory & Reporting is responsible for tagging all capitalized and controlled assets, tracking annual property inventory certifications conducted by departments, and filing related reports as required by the State. Tax Compliance & Reporting provides the
tax function for Texas Tech University System, Texas Tech University, and Texas Tech University Health Sciences Center. The department is responsible for filing tax returns as required by the State of Texas and Internal Revenue Services, including Mixed Beverage Tax Report, Sales Tax Report,
and Unrelated Business Income Tax Return.

Noel Sloan received her Bachelor of Business Administration in Accounting from Baylor University and graduated from Baylor University School of Law, cum laude, with her Juris Doctorate in 1994. She is a member of the State Bar of Wisconsin and also a Certified Public Accountant in the State of Texas. She practiced tax in a public accounting firm and law firms prior to joining Texas Tech University in 2006 as an adjunct instructor in the Rawls College of Business. Noel began employment as the Tax Manager in Financial Affairs in 2007 and is currently the Managing Director of Financial Services and Tax.

Accounts Receivable primary functions include:
- Reconciliation of Texas Tech’s deposit and disbursement bank accounts
- Track and record incoming wire transfers and ACH transactions
- Reconciliation of unclaimed property accounts, performing due diligence and escheatment to the state of Texas
- Reconciliation of University deposit revenue clearing accounts
- Reconciliation of payments feeding from the student to the finance system
- Receipt, verification and processing of TTU deposits and maintenance of cash and change funds
- Facilitates ability for departments to accept credit cards
- Assists with campus wide PCI DSS compliance standards

Steph Smith received a B.B.A. in Accounting from Texas Tech University in 1995.
Steph began working at Texas Tech University in April 1999, as an accountant in Accounting
Services. Steph has worked in various roles at different levels within Texas
Tech’s Fiscal Affairs area since, including Accounting, Financial Reporting and
Student Business Services. In 2007 Steph became Managing Director of Accounts
Receivable, and served as part of the implementation core team during the length
of the Banner conversion and implementation.
