The Budget Office is responsible with forecasting, analyzing, and making adjustments to the University's operating budget. They are also responsible for responding to fiscal inquiries from various organizations, and ensuring compliance with state guidelines. BRPM also advises on the resolution of budget issues.

She has held various positions in Financial Accounting, after beginning as an Accountant in 1998 and ending as the Managing Director from 2006-2010. She has since held the position of Managing Director of Budget & Resource Planning & Management since 2010.

Sandy Martinez Biographical Information Title: Assistant Vice President for Financial Planning & Analysis/ Associate Vice Provost for Financial Affairs Email: Sandy.Martinez@ttu.edu Phone: 806-742-4251 Address: 2625 Memorial Circle Started at TTU: 1997 Sandy Martinez currently serves in a dual role, reporting to both the CFO/ Vice President for Administration and Finance as well as the Provost/Sr. Vice President. Sandy has oversight responsibilities of fiduciary matters in both areas. Sandy also oversees the Budget Office and is the primary point of contact for Senior Administration and the campus community at large when it comes to financial matters. Previously Sandy served as the Director of Financial Planning & Analysis, Executive Associate to the Sr. Vice President for Administration and Finance, Lead Analyst, Financial Analyst as well Senior Budget Analyst, along with other Budget Analyst positions. Sandy started her employment with Texas Tech University in 1997 where she held the position of Budget Analyst I. Sandy graduated from the University of Texas Permian Basin with a bachelor’s in Management. .
